Recently released data from the English Housing Survey shows that tenants in the private rented market are significantly more satisfied with their living conditions than the social rented market. In the 2022/23 survey, 82% of private tenants were satisfied with their housing compared to 74% in the social rented market.
This figure reflects the significant strength of the private rented market in providing a quality living experience. Meera Chindooroy, Deputy Director of Campaigns, Public Affairs and Policy at the National Association of Residential Landlords (NARL), responded to this, “We recognize that there are many challenges facing the rental market and will be working with the Government to ensure that its reforms to the rental market are effective in improving the quality of life for renters and incentivizing responsible landlords. ” She further noted that despite the challenges, government data has shown that the vast majority of renters are satisfied with their homes and the services provided by their landlords.
The survey also revealed significant differences in the quality of service. The data shows that 76% of private tenants are satisfied with the housing services provided by their landlord, compared to 64% in the social rented market. This suggests that the private rental market is performing much better in terms of maintaining properties and improving service quality, with private landlords being recognized for their efforts in providing a quality rental experience.

Meera Chindooroy emphasized, “These figures show that the private rental market has achieved remarkable success on many fronts, which we should build on to ensure that all landlords are able to provide housing that meets the standards that the majority of landlords have already achieved, namely decent and quality living conditions.” She noted that future policies and reforms should build on the successes of the private rental market to improve the overall quality of services in the social rental market.
The findings also reflect a number of trends and challenges in the rental market. The higher level of satisfaction in the private rental market is partly attributable to landlords' careful maintenance of their properties and provision of quality services. Many private landlords are actively improving the condition of their properties and enhancing the rental experience, which in turn has boosted tenant satisfaction. In contrast, problems in the social rented market, such as inadequate property maintenance and uneven service quality, have led to lower levels of tenant satisfaction.
